  • Lloyd Bullard, PhD
    Director, Workforce Initiative | Child Welfare League of America
    Lloyd Bullard, PhD, is the Director of Workforce Initiatives at the Child Welfare League of America with more than 35 years of experience in the human services field. A nationally recognized expert, his work focuses on eliminating the use of restraints and seclusion, advancing cultural competence, addressing racial disproportionality, and strengthening residential and community-based services.

    Bullard has spent more than a decade with the Child Welfare League of America, where he held leadership roles including Director of Cultural Competence and Director of the National Coordinating Center to Eliminate the Use of Restraints and Seclusion. He has also served in senior leadership roles across child welfare, youth justice, and workforce programs, and leads LBIC Consulting Services and the Global Center of Creative Learning, delivering training that strengthens leadership and frontline practice nationwide.

    Vice President, Practice Excellence | Child Welfare League of America
    Julie Collins is Vice President of Practice Excellence at the Child Welfare League of America (CWLA), where she has served since 2001. She brings more than 40 years of experience across child welfare, mental health, substance use, and managed care in both the U.S. and Canada. In her role, Collins oversees CWLA’s Standards of Excellence for Child Welfare and leads efforts to identify and advance best practices across the continuum of services. Her work focuses on cross-system collaboration, program and system transformation, performance improvement, and the implementation of national initiatives such as Building Bridges. Collins has authored and edited numerous publications and e-learning courses, contributed to federal quality improvement initiatives, and provided expert input into accreditation standards for CARF, COA, and The Joint Commission.
